Random events may affect worlds. Some of these events are good, and some are bad: I. Once per turn, each world in play is checked for random events. A. Each world has a base chance of one in five hundred that it will be affected by one of the random events listed below. B. No world with a civilian population total of 0 is affected by these events. C. All numerical effects are rounded up to the nearest whole number. D. Some worlds may be exempt from certain random events. II. The following listing describes the possible random events: 1 - The Mother Load: A rich mineral strike results in the world mining an extra 40 resource points. 2 - Military Genius: An extremely talented leader trains the troops on the world, increasing the skill of every corps controlled by the dominant power by one experience level. No effect if the world is uncontrolled. 3 - Successful Hearts and Minds Campaign: 1/4 of the civilian population with the greatest number of people besides the dominant power change their allegiance to the dominant power. No effect if the world is uncontrolled, or if there are no civilians besides the controlling power. 4 - Dissidents: 1/10 of the dominant power civilians join another faction (faction determined similarly to revolts, but only civilians affected). If the world is uncontrolled, the civilian population with the greatest numbers have the dissidents. This event can not affect a power's homeworld. 5 - Economic Boom: For this turn only, the world produces double production points (no extra resource points are used, production is simply doubled). No effect if the world is uncontrolled. 6 - Economic Panic: If the world has a production capacity of 3 or more, production is halved for this turn only (not below 2). No effect if the world is uncontrolled. 7 - Industrial Boom: If the world already has any industry, industrial capacity on the world is increased by two. 8 - Eureka!: An obscure tinkerer independently figures out a way to improve an important technology - one randomly selected tech level is increased by one on this world. 9 - Corruption: 1/4 of the treasury concentrated on this world ((controlled pop of world / controlled pop of power) * 1/2 * total power treasury) is lost to corruption. This event can not affect a power's homeworld. 10 - Industrial Revolution: New industrial techniques allow more of the potential of this world to be tapped. Increase resource potential of the world by one (the resource potential of a world may never be increased beyond 9). 11 - Population Explosion: The population of the dominant power's allegiance (on an uncontrolled world, the population with the greatest numbers) is increased by 10%. This can not increase any single population or the world total population beyond 32,500. 12 - Planetary Plague: All civilian populations on the world are reduced by 25%.
