The population of a world will work to extract the natural resources of a world into a form which may be used for industrial purposes. These extracted resources are 'resource points.' The number of resource points which may be mined depends on the number of workers available and the resource potential of the world. I. Only a world which is controlled may extract resource points. An uncontrolled world not only may not extract any resource points, but the uncontrolled civilians of the world will use the resource points for their own purposes, effectively eliminating them from the game. A. A world with an industrial capacity of zero will waste one resource point per turn. B. A world with an industrial capacity of more than zero will waste one resource point per industry per turn. II. The population of a controlled world will extract resource points at the following rates, based upon the number of workers available (see population rules): A. If the number of workers is equal to or less than the resource potential of the world, then each worker will extract one resource point. B. For each additional two workers, one more resource point may be mined, up to twice the resource potential. C. For each additional five workers, one more resource point may be mined, up to three times the resource potential. D. For each additional ten workers, one more resource point may be mined, up to four times the resource potential. E. For each additional twenty five workers, one more resource point may be mined, up to five times the resource potential. F. For each additional one hundred workers, one more resource point may be mined, up to six times the resource potential. G. No more than six times the resource potential of a world may ever be mined in one turn. III. Resource points mined in a turn may not be used for any purpose on the turn they were mined. On the turn after they were mined, these resources may be used by industry to produce prodution points, or may be loaded onto ships for transport to other worlds. IV. If a world has 100 or more resource points stockpiled, and the workers on that world mine more resources than can be used in one turn, then that world will convert 50 resource points into one industry point. No player orders are required or allowed for this special form of increasing industry.
